SE CMMS is a subdivision of the Committee for Municipal Management and Road Maintenance, which coordinates and controls investment and construction activities within the road (street) red lines.

SE CMMS renders the following services:

• preliminary consideration of documentation packages related to placement within the red lines of roads and road construction sites of various non-capital construction objects, retail and catering objects, utility networks and facilities, public transport stations, advertising objects, etc.;
• preliminary consideration of documentation packages related to placement within the red lines of roads and road construction sites of various non-capital construction objects, retail and catering objects, construction and reconstruction of utility networks and facilities, public transport stations, advertising objects, and other facilities, when such objects require changing engineering and technical characteristics of the site or destruction of surface of roads, pavements, road shoulders, road lane marking or greenery;
• preliminary consideration of work conditions, within the red lines of roads and road construction sites of various non-capital construction objects, retail and catering objects, construction and reconstruction of utility networks and facilities, public transport stations, advertising objects, and other facilities, when such objects require destruction of surface of roads, pavements, road shoulders, road lane marking or greenery (hereinafter - work operations).
